A policy to transform Chile's development

The National Railway Policy establishes a long-term vision to revitalize and develop the railway system as a strategic pillar of the country. Its purpose is to promote more efficient, sustainable, and integrated mobility, capable of strengthening the economy, improving connectivity between regions, and raising the quality of life for all. More than just a transportation initiative, it is a national development proposal: to position the railway as critical infrastructure, capable of connecting cities, boosting logistics, and contributing to more balanced and resilient growth.

Chile by 2050

A country in transformation that will demand greater mobility,
logistics and high-capacity transport systems.

Demographic transition

Chile is moving towards a more urban, aging population with higher incomes.

Today the country has nearly 20 million inhabitantsThis increases the need for accessible, high-capacity transportation systems.

Circular logistics

Waste management and logistics in Chile in the future demands a more complex and high-capacity system, with recycling plants, controlled incineration, treatment centers and an evolution in landfills.

Economic growth

Chile is on track to become a high-income economy, with a GDP per capita of around US$42,000 by 2030, which implies greater consumption, mobility, and expansion of trade.

Urbanized territory

The trend is towards an increasingly urbanized territory (more than 88%), with a strong concentration in the Metropolitan Region, which poses important decentralization challenges, as well as the opportunity to offer solutions that are 100% independent of road congestion.

Productive development

Chile plans to consolidate its role as an exporting power in mining, agribusiness, aquaculture and clean energy, increasing the demand for large-scale freight transport.

Tourism and mobility

Tourism, which represents between 3% and 4% of the national GDP, is consolidating itself as a key sector, boosting interregional mobility.

The challenges of the railway system in Chile towards 2050

Chile faces a structural gap in railway development, marked by decades of low investment, institutional fragmentation, and a loss of competitiveness compared to other modes of transport. Overcoming these challenges is key to building a modern, integrated, and sustainable system.

Freight trains

The national rail network is aging, has limited coverage, and weak connections to production centers, ports, and terminals. These limitations, along with persistent operational restrictions, reduce its competitiveness compared to road transport and hinder its consolidation as a strategic logistics hub.

Urban trains

It is time for major regional capitals to incorporate high-capacity, efficient, sustainable, safe rail solutions that are independent of road congestion. Implementing these key systems is essential to reducing travel times, improving the quality of urban life, and addressing the growing problem of traffic gridlock.

Suburban and regional trains

Despite high demand and operational success, many services have historically been undersized and are now operating at their capacity limits. A lack of clear service level definitions and insufficient planning have hampered their expansion, in a context where even less efficient modes have been prioritized.

Intercity trains

Chile has yet to re-establish competitive rail connections between its major cities. Deteriorating infrastructure, project delays, and the loss of central stations have driven up costs and hampered the development of modern and efficient intercity services.

The success of the railway
