Railway development in Chile faces a fragmented institutional structure, with multiple actors, parallel processes, and an evaluation logic based on individual projects. This has generated high levels of uncertainty, lengthy timelines, and difficulties in implementing nationwide initiatives. In response to this scenario, a clear roadmap is proposed to organize the process, coordinate the stakeholders, and enable progress toward a modern, integrated, and network-level planned railway system.
